NISS is an independent, apolitical, non-profit and nonpartisan national organization which provides a common forum for individuals and organizations from the government, political parties, security sector institutions and civil society and other stake holders to hold discussion on issues of PSDD. Through research studies, interactions, debates and training and knowledge sharing NISS aims to support the government, parliamentarians, security institutions, and stakeholders by producing strategic level papers and policy recommendations in areas of PSDD and advocate the same at the national, regional and international level. The institute coordinates intellectual leadership from all walks of life to create a socio-political understanding on policy and issues of PSDD. NISS also tries to build partnership amongst stakeholders.
Lt. Gen. (Retd) Vivek Kumar Shah
Lt. Gen. (Retd) Vivek Shah served Nepal Army for 34 years. He joined Nepal Army in 1969 as Office Cadet and has served the organization in various capacities during his service period. Mr. Shah is a graduate from Tribhuvan University. He graduated from Royal Military Academy from Sandhurst (UK) as Second Lieutenant in 1971. Apart from many professional trainings he is a graduate of U.S. Army Command and General Staff Fort-Lewenworth in 1981/82. He has also attended a course on ‘Negotiation’ conducted by the Carter Center and the Harvard University at Harvard University.
He was assigned to various battalions and brigades in Nepal Army in different jobs as junior officers. He was selected to serve for two years as Aide de Camp (ADC) to His Majesty the King of Nepal. Upon completion of two years as junior ADC he was posted in the Royal Palace as permanent ADC, and served there till the rank of Brigadier General. When promoted to Major General he was made Military Secretary by Late His Majesty the King Birendra. Later, he got promoted to Lieutenant General as Military Secretary by King Gyanendra, and served Nepal Army till 2003. Mr. Shah has been awarded numerous prestigious decorations from Nepal, UK, Spain, Denmark, Thailand and former Yougoslovakia. Also, he has attended many non-aligned summits held in Colombo (Sri Lanka), Belgrade (Yougoslovakia), Havana (Cuba), Harare (Zimbabwe) etc. as part of Nepalese delegation team, and in SAARC summits held in Nepal, India and Pakistan. A well-known expert of Governance, Negotiation and Alternative Dispute Resolution, Gen Shah is also credited to authoring a book entitled ‘Maile Dekheko Darbar’. His new book “Witnessing Palace,Power and Politics” will be soon in printing. He is the guest Professor of Leshan Normal University China since Nov 2016. He is actively participating in various National as well as International Seminars or forums.

Mr Baman Prasad Neupane has 34 years of experience in Civil Service of Nepal. He joined civil service of Nepal in 1986 as Section Officer in Department of Cooperatives. Since then he has served in various capacities in different ministries like Irrigation, local development, civil supplies, home and defense. A graduate of MA from Tribhuvan University in 1988, Mr Neupane has worked as Chief District Officer in several districts of Nepal for about eight years. He was Director General of Prison Management Department during 2005 to 2006. A well known bureaucrat of Nepal, Mr Neupane was appointed as Secretary at Office of the Prime Minister and Council of Ministers in 2007. He was Secretary at Ministry of Defense for the period 2007 to 2009. He has also completed different trainings organized by different national & international institutions. Mr Neupane retired as Secretary in the Office of President in 2012.

Brig. Gen. (Retd.) Keshar Bahadur Bhandari, psc; a Defense & Security Analyst is the ‘Colonel Commandant’ of an Engineers’ Battalion. He has long and distinguished career with the Nepal Army, spanning over 33 years. He has commanded Infantry Brigade in the Central Development Region of Nepal; headed the R & D division of National Security Council Secretariat; worked as deputy director of Plan & Policy of Army HQ and has produced several high level policy documents on national security and national interest. He has served as the Military Secretary and the Engineers Director; and worked as the engineers’ advisor to the army.
Brig Gen. Bhandari has served as the United Nations Military Advisor in Afghanistan & Pakistan and led the Military Advisory Unit of Pakistan. He has also served the UNIFIL mission in Lebanon. He also has two advanced university degrees: “Masters Degree in Management Studies” form Osmania University, Hyderabad, India and “Masters Degree in Sociology” from Tribhuvan University, Nepal. He also has a degree in ‘Civil Engineering’ from the College of Military Engineering, Pune, India.

Major General (Retd) Shiva Ram Pradhan was born in Bandipur Village of Tanhaun District in West Nepal on 18th Oct 1953 .He did his graduation in Economics and Political Science from Patan Campus of Tribhuvan University. He has received M Sc (Strategic Studies and Defence Science) degree from Quaid-E-Azam University, Islamabad, Pakistan.
Maj Gen(Retd) Pradhan Joined Nepal Army in 1973AD as an Officer Cadet. After passing out as Second Lieutenant he joined an Infantry Battalion Kali Bahadur Battalion. During his 38 years long military career, Gen Pradhan has done several courses and training at home and abroad. He is a graduate of Command and Staff College, Germany. He is also the graduate of National Defense University, Pakistan. He commanded an Infantry Battalion Sri Sri Nath in Nepal and also in United Nations Peace Keeping Operations in Former Yugoslavia. Gen Pradhan commanded No 3 Brigade, an infantry brigade with its Headquarters in Pokhara. Later on as a Major General, he commanded the Western Division also in Pokhara. He has also served as Director General Military Operation (DGMO) in Army Headquarters and as Co-Coordinator of National Security Council. Gen Pradhan served as Instructor of different training institutions of Nepal Army for a very long period and was member of the team that established Counter Insurgency and Jungle Warfare School and Command and General Staff College of the Nepal Army. He also served as the technical advisor to the Nepal Government Negotiation Team during Peace Talk with the Maoist Party and later on served as the Vice Chairman of the Joint Monitoring Coordination committee (JMCC) under United Nations Mission in Nepal (UNMIN).
After retirement from the army, Gen Pradhan is actively engaged in social service. He is President of Rotary Club of Baneshwor. He is an Executive Member of National Senior Citizen’s federation (NASCIF) Central committee and also the Vice President of Senior Citizen’s Association, Kathmandu District. He is member of the Executive Board of People, Energy and Environment Development Association (PEEDA). He has also been member of various Government committees. In Commercial Ventures, He is Chairman of Himalayan Rides Pvt Ltd, Director of Union Finance Ltd and also National Dental Hospital. He has been facilitating in the United Nation Course on Ceasefire Mediation and Management (UNCMM) conducted in Norwegian Defense University 2012 AD and 2013 AD. He was also the member of the University of Oslo team that conducted a course on peace process for the Colombian Armed Forces in 2012 AD. He has also remained a visiting lecturer at Nepal Army Command and General Staff College. Presently, he is Treasurer of Nepal Institute for Strategic Studies (NISS).

Mr Devi Ram Sharma has served National Investigation Department (NID) for 31 years. He started his career as Inspector of Police and was later transferred to NID. He has worked as Chief Officer of NID for eight years. He has also worked as an active member in several commissions and investigative teams formed by the Government of Nepal at different times. He has contributed in the work of Commission for Investigation of Abuse of Authority (CIAA) and other probe commissions. Mr Sharma holds M.A. (Political Science) and B.L. degrees from Tribhuvan University. Besides formal education he has received trainings from several national and international agencies during his career in NID. He got trained in Advance Intelligence Operation Training conducted by CIA in 1992. He visited China for a study on Security and Cross Border Crimes in 1996. He has successfully completed Senior Conflict Management Course run by State Department of United States. Besides these, he has also received various trainings run by several intelligence agencies of the world. Mr Sharma is a recipient of many national and international medals and decorations. He is decorated with U.N. Peace Walk Medals and American Medal and Honour for outstanding contribution. He is a recipient of national medals such as Prabala Gorkha Dakshin Bahu-IV, Bikhyat Trishakti Patta-III and Suprabala Gorkha Dakchhinbahu-III. He has also been honoured as a Peace Ambassador by Universal Peace Foundation. Mr Sharma is currently involved in social services in Nepal.

Additional Inspector General of Armed Police Force (Retd)
Mr Rabi Raj Thapa has a long career of Policing in Nepal for 31 years. Mr Thapa joined Nepal Police in 1997 as Inspector of Police and has since then worked there in various capacities. He is a noted expert of Law Enforcement and Narcotic Drugs Prevention and Control. He has worked as Director of Drug Advisory Programme at the Colombo Plan Secretariat during 1996 to 2000. He was the Chief of UNDCP Masterplan in 1990. He has played a key role in the establishment of Armed Police Force (APF) of Nepal. He was deputed as Head of the APF during the formative years of National Security Council Secretariat. He also acted as Chief of the Immigration Office of Nepal from 1987 to 1988.
Mr Thapa has participated in several national and international trainings, seminars and conferences on control of Narcotics Drugs, organized crimes and money laundering. He holds a Masters degree in Political Science from Tribhuvan University. He has also received Bachelors degrees in Law and Arts from Tribhuvan University.
Mr Thapa is the recipient of several national and international decorations and medals. He has received Trishaktipatta Class III, Gorkha Dakshin Bahu Class III (both Nepalese decorations), Civil de Merit – a Spanish decoration and Cavalier de Merit – a French medal. He retired as Additional Inspector General of APF in 2006. Mr Thapa is currently involved in social services in Nepal.

Dr Indra Adhikari is a brilliant academician. She holds a Ph.D. degree on Nepal Army. She has also received M.Phil. degree in International Relations and M.A. in Political Science. She is an expert on Peace, Conflict and Defense. Dr Adhikari has worked as a consultant of Human Rights, Inclusion and Constitution Building at national and international levels in various forums. She was a SAARC visiting fellow at Institute for Defense Studies & Analysis in India in 2011. She was a research associate at NCCS from 2002 to 2004 and has worked in research projects of many foreign universities. Dr Adhikari’s articles on security, democracy and gender issues can be found in several books and journals.
